Management

Vermillion Highlands: A Research, Recreation and Wildlife Management Area is managed by the Department of Natural Resources and University of Minnesota, in conjunction with Dakota County and Empire Township.

An seven-member Vermillion Highlands Steering Committee is responsible for broad direction setting and ensuring inter-organizational cooperation. It manages activities on the property through its Operations Group.

Steven Lott, Director of Facilities Planning and Management, College of Food, Agricultural and Natural Resource Sciences

Bob Fashingbauer, Wildlife Area Manager, Minnesota Department of Natural Resouces
Fashingbauer is the Area Wildlife Supervisor for the Vermillion River Complex and Dakota County and started with the Minnesota Department of Natural Resources in 2001. He is responsible for all Wildlife Management Area lands within Dakota County and parts of Goodhue County. Fashingbauer received an M.A. in Wildlife Management from St. Cloud State University. 

Terry Holmes, Board Chair, Empire Township

Taud Hoopingarner, Operations Management Director, Dakota County
Hoopingarner has 23 years of work experience with Dakota County with previous work in Anoka County and the Cities of Plymouth and Minneapolis. He oversees the planning, design, construction and operation of all County facilities and County Fleet Management as well as responsibility for all County park functions.

Dean Johnson, Planning Consultant, Empire Township
Johnson is the founder and owner of Resource Strategies Corporation (RSC), and land use and environmental planning consulting firm specializing in comprehensive planning, ordinance development and retainer services to cities, townships, and counties. RSC has provided consulting services to Empire Township since 1991.

Cynthia Osmundson, Regional Wildlife Manager - Central Region, Minnesota Department of Natural Resources
Cynthia Osmundson is the DNR Assistant Regional Wildlife Manager for central Minnesota, joining the regional staff in June, 2012. Cynthia joined staff of the DNR in 1996, after working in the U.S. Fish and Wildlife Service’s National Wildlife Refuge system. Cynthia has worked extensively with forest management to enhance wildlife habitat.

Carissa Shively Slotterback, Associate Professor, Hubert H. Humphrey Institute for Advanced Study, Urban and Regional Planning

 

The Vermillion Highlands Operations Group is responsible for day-to-day management of the property.

Mark Lostetter, Agricultural Research and Production Manager and Assistant Director, Rosemount Research and Outreach Center, College of Food, Agricultural and Natural Resource Sciences 

Jeff Hince, Empire Township

Tim Pharris, Assistant Wildlife Manager, Minnesota Department of Natural Resources

Steve Sullivan, Director of Parks and Open Space, Dakota County
Sullivan is the Parks Director for Dakota County. He is a registered Landscape Architect in the State of Minnesota. He received a BS in Landscape Architecture from Iowa State University and also studied in Europe where his curriculum included the great gardens and early public parks. His professional work experience includes serving as the Landscape Architect for the cities of Eden Prairie and Eagan both designing and developing growing parks systems.
